FIRST READING ORDINANCE(S)
The following legislation is presented for first time and requires presentation at a second regular meeting before vote on passage. The City Manager recommends passage on June 17, 2025.
105-25Amending the Zoning Map of Springfield, Ohio by rezoning 15.43 acres at 0 Saint Paris Pike, Springfield, Ohio from RS-5, Low Density, Single-Family Residence District to RM-12, Low Density, Multi-Family Residence District.
102-25Amending the Zoning Map of Springfield, Ohio by rezoning 1.06 acres at 791 Woodbine Avenue, Springfield, Ohio from M-2, Heavy Manufacturing District to RS-8, Medium Density, Single-Family Residence District.
296-24Accepting the application for annexation of certain territory containing 2.461 acres, more or less, in Springfield Township and commonly known as the 0 Maplewood Avenue Annexation Area to The City of Springfield, Ohio.
020-18Authorizing an additional expenditure of $30,610.00 for the 3-year Contract with Windstream for telephone services at various City facilities, for a total amount not to exceed $163,092.52 for the three-year term.
149-25Authorizing the City to retain membership in The Ohio Benefits Cooperative, Inc. (“OBC”) regional council of governments, to participate in its OBC Medical Purchasing Cooperative and authorizing the City Manager, Law Director, Director of Finance and Human Resources Director to do all things necessary for compliance with OBC By-Laws and the Jefferson Health Plan Agreement (“JHP”), all to provide medical and prescription drug coverage benefits for the City’s employees for the period of July 1, 2025 through June 30, 2026; authorizing expenditures necessary to fulfill the City’s obligations under the said By-Laws and JHP agreement; and finding a real and present emergency pursuant to Section 145.02 of the City’s Codified Ordinances.

SECOND READING ORDINANCE(S)
The City Manager recommends passage of the following legislation, presented for a second time:
179-19Authorizing an expenditure for the second renewal year of the Billing Services Agreement with Accumed Billing, Inc. for Medical Billing Services and Accounts Receivable Activities, for an amount not to exceed $225,000.00, for the period of July 6, 2025 through July 5, 2026.
128-22Authorizing the City Manager to enter into Amendment No. 1 to the Contract with Invoice Cloud for electronic utility bill payment and presentment services, to extend the period of performance to September 6, 2025, for an amount not to exceed $25,000.00; and confirming and approving related expenditures incurred from March 6, 2025.
133-25Authorizing the City Manager to enter into a Development Incentive Agreement (Single Family Residential Development) with Easton 32718, LLC to provide for water services to real property outside the City limits.

EMERGENCY ORDINANCE(S)
The following emergency legislation is being presented for the first time. The City Manager recommends passage upon approval:
006-25Confirming purchases and the obtaining of services for the City and providing for payments therefor; and declaring an emergency therein.
150-25Providing for the issuance and sale of notes in the maximum aggregate principal sum of $1,254,700.00 in anticipation of the issuance of bonds to pay the cost of constructing sidewalks, curbs and gutters comprised in the 2025 Sidewalk, Curb and Gutter Program at various locations throughout the City, and declaring an emergency therein.
151-25Authorizing the City Manager to enter into a contract with CW Tree and Outdoor Service LLC for the 2025 Sidewalk, Curb & Gutter Program for an amount not to exceed $1,445,002.00; and declaring an emergency therein.
126-13Authorizing the City Manager to enter into an amendment to the contract with The Ohio Bell Telephone Company dba AT&T Ohio for a one-year extension in connection with certain telephone services for municipal purposes for an amount not to exceed $24,000.00; and declaring an emergency therein.
135-25Authorizing the City Manager to enter into a contract with R. B. Jergens Contractors, Inc. for the CLA - SR72-6.83 Project, PID 113792 for an amount not to exceed $5,680,164.23, and declaring an emergency therein.

NEW ITEMS ON THE AGENDA
153-25Resolution No. 6278 Appointing John Wesley Babian to the Springfield Historic Landmarks Commission, and declaring an emergency therein.
152-25 Amending Ordinance No. 91-90, passed March 12, 1991, and commonly known as the Codified Ordinances of The City of Springfield, Ohio, by repealing and replacing Chapter 196 entitled Municipal Income Tax on Earned Income in its entirety.
